I would say they would fit a 23.5cm foot. The sheep wool is quite thick on the inside.
I tried them without socks and they fit me a bit too snug (I am closer to a six and it is a tight fit) but there is no way I am wearing sheepskin slippers without socks, but with socks they are really too tight for me and I am not the "wearing in"  kind of person.
