A bit of nostalgia, Bill the badger from Rupert the Bear. 
This is a home crafted or carnival piece. 
Licensed pieces made by Beswick or Royal Doulton were produced exclusively in fine ceramic or porcelain. 
A chalkware version is most certainly a vintage mid century folk art carnival prize.
He is depicted in his outfit consisting of a blue and white chequered jacket, yellow waistcoat with black buttons, red scarf and grey trousers with yellow vertical pinstripes. 
There is chipping of the chalkware and paint. 
Size: 14cm height.
